Darkbot User Access Commands
User access commands control who may authenticate and what level they receive.
Register users
Add users with a hostmask, a channel scope and an access level that matches the original model.
Login and password
Users authenticate with their password and can change it through the access commands described in the original docs.
Levels
Level 1 is database work, level 2 adds channel operation and level 3 is full administrator access.
